RAMP has developed a wide range of resources to help asthma home visiting programs as well as managed care plans to better understand and implement Medi-Cal’s asthma home visiting policies, including:

- Asthma Home Visiting Program Directory — it provides basic information about asthma home visiting programs in California, including service areas, services provided, client eligibility, and contact information.
We can also develop tools in response to specific needs your organization may have. For example, we’ve developed draft scripts for client outreach, a care plan template, asthma home visitor job descriptions, and tools for estimating the actual cost of providing services. Our technical assistance, peer learning, and ongoing advocacy
In addition to the above resources, RAMP continues to offer free technical assistance as well as peer learning opportunities for asthma home visiting programs, managed care plans, and others interested in advancing asthma home visiting services. Please see our description of TA services for more information.
We also continue to engage our partners about additional policy changes needed for both Asthma Remediation and Asthma Preventive Services. We then work with staff at the Department of Health Care Services to ensure the policies are as effective as possible.
Background on Medi-Cal’s asthma home visiting policies
In 2022, Medi-Cal – California’s Medicaid system – adopted two nationally-leading policies to increase access to asthma home visiting services for low-income Californians with poorly controlled asthma. Since then, RAMP has shifted our focus to ensuring that the policies are implemented as effectively as possible.
The Asthma Preventive Services benefit (update coming soon!) covers clinic- and home-based asthma self-management education and in-home environmental trigger assessments provided by non-licensed professionals such as Community Health Workers, promotoras, and other individuals meeting specified qualifications.
Asthma Remediation (update coming soon!) under Community Supports allows Medi-Cal managed care plans (MCPs) to use Medicaid funding to pay for home trigger remediation for people with poorly controlled asthma.
